M6 j4 to j3

Hi guys

I was on the m6 earlier and they have these new cameras hanging off the bridges between j4 and j3 there's individual cameras or each lane, I've never seen them before are they CCTV monitoring cameras or a new type of average speed camera?

I didn't see any sign's indicating what they were

Any of you know?
