Went to this event in 2011.
The circuit is very impressive, built to full F1 standards, but there were hardly any spectators there.
Not as many entrants as say Spa & the other main circuits on the HR calendar, but still good action.
We stayed in Lagos & the weather in October is usually excellent.
Flew into Faro & hired a car there - very cheap. You will probably need a hire car as the circuit is some way from any towns, but there was a lot of development going on nearby, so a hotel may be built now. However, I wouldn't bet any money that the building taking place was ever finished. Lots like that in the general area.

My grandmother has lived over in Portugal for 30+ years, so I know the area (and the new circuit) very well. Have watched the A1 GP there, and superbikes.
