MK1 frontpipe/downpipe - heat insulation

Hi All
Long story but limited on time so looking for quick but solid answer :
Can i remove the outer heat insulation on the downpipe from the manifold to the cat? I have a new pipe to go on but to be honest the outer metal is rotten and i suspect it will rattle/buzz once fitted. I dont have time before le mans to get something better.
Or is it too risky? in which case perhaps 2-3 jubiliees around it to stop the rattle? But then these might work loose possibly?

ok gonna get them to cut it off prior to fitting.
Long term plan is to replace it with a stainless item (possibly wrap it), but if there is no immediate risk of my car turning into a fireball on the french motorway then this will do for now
i have some ali high temp tape for hoses, and will use some bacofoil on the washer bottle if it looks a bit toasty.
