M40 this morning..

Three marked police vehicles at M40 J12 northbound Warwickshire, this morning. Never seen so many for a very long time 
Usually there is just one on the bridge, which is where everyone is normally watching, but this morning a marked Volvo was hidden on the hard shoulder just before J11, and there were two marked chaser vehicles waiting at the sliproad.
It was very busy, and as I was passing one of the BiB vehicles joined the motorway just in front of me.
He seemed to be playing cat and mouse with the traffic, driving at 70mph and jumping in and out of lines when people drove past him or changed lanes.
Eventually he stopped a red van that was in the heavy traffic.
Do you think they were using ANPR, or hoping to catch speeders ?
