I don't think it's that Maldonando pays for the seat like some others like Chilton. It's more like he comes as a package deal with big South American sponsorship so the team gets a decent sized cheque from a top lead sponsor if Pastors in the seat.If so who has to pay for their seat and who doesn't.
There was a picture, unverified, of an invoice from PDVSA to Williams for something in the region of £18 million I seem to remember?
There's 'paying for your seat' and 'bringing sponsorship'. Paul Di Resta comes with Mercedes backing which gives SFI some money off their engines AFAIK. he's also personally sponsored by Whyte and MacKay who are also on the car. No person really pays directly, usually it's a sponsorship agreement that comes with the driver.
