Not very likely. Some do it to adjust the lights when abroad.

Ah makes sense. I wonder what the previous owners did with mine then... I could understand the screwdriver or spanner being used for a household DIY job and not being put back, but the headlight-adjuster-thingy?
Well I'll have to get one - you never know when you might need one!

They break, as in snap when you use them at times, that's what did mine in ! More correct for headlght unit removal.
