Front juddering on Ford Ranger.

I wonder if any of you would be able to help.
My dad owns a Ford Ranger and has an issue with the front juddering as you approach a junction or slow down to around 5mph.
The ABS light comes on and goes out when the ignition is turned.
Driving around and normal braking is absoloutly fine. When you approach a stopping point, just a little quicker than walking pace, it judders and it starts behaving like the ABS has kicked in with bunny hopping about, this is with the brakes applied to stop further on. It doesn't occur at higher speeds.
Have done the usual checks to make sure ABS sensors are clean and there are no splits or fouling. There is no play in the wheel bearing either, so I'm pretty stumped.
Any ideas would be greatly appreciated.
