X-Type poor Heater?

Although the climate control works perfectly fine when on a low temperature, as soon as you whack the heat up it never goes anymore than luke warm, even when the car is up to temperature. I am going to do a coolant flush and change later today to see if that helps, but any other ideas? Also where is the fuse for cigarette lighter and rear window demister as neither of these work?

Is it petrol or diesel? The diesel's often run cool as the oil cooler thermostat sticks open, meaning it never quite gets to full temperature. You might find that the temperature needle never quite gets to the mid-way point, and drops quickly when driving downhill.

It is the 3.0v6
