How much would you pay?

Got a feeling my mate is going to pull the trigger on a 996 turbo tomorrow and I'm not sure if he is taking on too much risk.
Spec as follows...
- 2003, but 52 plate
- Dark grey
- Black interior
- Tiptronic
- 50k miles
- FSH
- Sat Nav / Bose etc.
However there is no warranty with the car and the following work needs doing...
- 4 new tyres required
- 4 alloys need a refurb
- Front pad and discs need doing
- Calipers porsche logo needs redoing
- There is a small dent / scratch on the bonnet which needs sorting
- Front drop links need replacing
- Service due shortly I believe
He is being offered the car for £22k or £23.5k with the stuff above sorted but no warranty or £25k with warranty. The service is on top of this cost.
Is he over paying?
The garage has been great with him and I think he is getting a good deal on his part ex - probably could sell it £1k more than the trade in, but obviously he prefers part ex.
What do you guys think? He is planning on going with the £23.5k option...is he getting a good deal?
The garage will allow him a PPI and the option of pulling out the deal if required.
Alternatively there is an awesome example he can get for £24k (looks like it just left the factory), but that example hasn't had a service in 5 years (guy has owned it from new) but needs nothing doing and over the last 5 years it's only done 20k miles (40k miles on the clock).

As stated get a PPI to be sure.
Based on what you say, it points towards a car that maybe hasn't been too well cared for. Wouldn't go near it myself. But then not my money.
These cars take a lot of upkeep. They are heavy ,powerful machines and so wear and tear is high.So not unusual to find a list of things needed doing , however when they all crop up at once it looks to me like the owner had the money to purchase the car , but not keep up with maintenance / general cosmetics it tells me its a rag it and sell it attitude maybe ?
I made mistake of buying a car without a PPI as I assumed that the Porsche extended warranty would be enough to do the talking of how the car had been looked after service / warranty wise. Not quite the case as outlay in the 9 months of ownership was significant.

On the other car that hasn't been serviced for 5 years. Well , put yourself in the position of trying to sell that on and best of luck explaining why there was no annual as a minimum carried out. Not to say it's a bad car, but a lack of history unfortunately makes it's appeal limited.
