I am afraid I can't help with anything specific. But in the absence of anyone else being able to I'd just say that any decent independent tyre fitter should be able to do it. Patching an inner tube is the same as repairing one on a bike, less involved than the plug that is usually inserted to repair tubeless tyres. Wire wheels are neither here nor there, all the bead breaking and balancing machines I've seen are centre lock anyway. My local guy does the wheels on our '32 Wolseley Hornet Special.
None of my local major tyre fitters want anything to do with tubed tyres, however I've found a small independent; KB Tyres in Puckeridge. They are happy to repair or replace tubes and have the kit for balancing wire wheels. They are also sensibly priced, £14 to fix the tube and rebalance.
