Punto steering column recall

I'm on the verge of buying a cheap HGT with some issues that need sorting, but like I say it is very cheap and I always kind of fancied one even though they're nothing particularly special.
One issue is that at its last MOT it was found to have play in the steering rack... So I did a bit of recall searching and found this top of the page

I then checked the manufacture date and vin, surprise surprise it's one of the few made between those dates. I'm 99% sure it hasn't been done but will find out for certain ASAP.
If it hasn't been done, is there any hope in hell of getting fiat to honor this recall on the grounds of safety??

Ring a Fiat Dealer, give them the reg and ask if it's covered. I reckon yes, even on non safety grounds.
When I worked for Chrysler/Jeep we used to check for outstanding recalls on everything that came through the door. Recalls are easy money for the Dealer, manufacturer picks up the tab no questions so no haggling over the bill and the customer's happy because they got something for nowt.
Some of the recalls were stupid stuff on quite old cars so we got some real snotters in. One Cherokee dropped its front bumper on the floor when we put it on the ramp to fit a new cooling fan switch or something like that.
