Question about speed limit

The M60 has a junction, 6/8 (depending which way you're coming), that leads to the A6144(M).
Now, if you're coming from the motorway, there are no speed limit signs until you reach the end of the A6144(M), at which point it becomes either a 40 or a 30 depending on which way you go at the lights (signposted).
If you're coming from those lights onto the A6144(M), you only see a blue motorway sign, no speed limit signs. The road is single carriageway. No stopping is allowed (save for a layby with emergency phone). There is no central reservation, save for a painted white area in the centre of the road. The painted white lines are broken. The kerb has a burred white line (the ones that make the noise as you drive over them). The sides of the road have armcos. There are no pavements.
What would the speed limit be? I'm presuming 60mph for safety, as its a single carriageway, but does the fact that its motorway rules override that, and make it 70mph? Also, am I correct in presuming that I can overtake, since many people drive along it at 40mph?
Also, when they do work on it, they shut the entire length of the road down in both directions, rather than installing temporary lights. That seems to me to be proof that its a motorway (aside from the (M) designation that is

Think people tend to drive at 40 mph along is down to the speed cam just as this road changes to the lower limit.
Perhaps they think it is so along entire length... but then again ... as I recall - it is not that wide either.... Cannot remember if it has DWs either.....
Also - they have just exited M60 which has a 40 mph tempo due to the road works at moment.... that could also be causing this

Well, I've driven along it regularly for the past few years. The roadworks have a national speed limit sign at the roundabout as you leave them behind, its just that people don't realise its subject to motorway regulations.
The speed camera is actually at least a mile and a half after the lights in the 40 zone, so it can't be that.

It's not an A road, it's an Axxx(M), which is just as much a motorway as Mxx. It's unique in being the only single-carriageway motorway in the country. This is what's puzzling people - is it 60mph because it's single-carriageway, or 70mph because it's a motorway?
The white lines down the middle are broken, not solid, so presumably overtaking is allowed.
