On a serious note, yes a car can be stopped and drivers documents checked. This is generally why a producer is issued as officially it is an offence not to carry docs with you. The HORT gives a 7 day lee way.
Whilst stopped the car can be checked for anything illegal.
Incorrect tyre pressures is a bit harsh though

what happens if, while checking my car, i see they have a defect, like a headlamp out or they have their front fogs on? does that mean they can't 'do' me for my offence?!

Er, no. We can still 'do' you for your offence. (Generally by way of a vdrs)
But you can report the offensive police car to the nearest inspector.
Happened to me once. I was speaking to a driver to check his docs (his car was fine)....He informed me my headlight was on sidelight only.....
Gave him a producer, said thanks for letting me know. I had not noticed as I was in an well lit inner city type area, and hot footed it back to the nick for a new bulb. 5 mins later, back out fighting crime and social injustice with a smashing new light.
Incidentally all cars are checked by the driver prior to taking it out of the nick. Sirens, damage, lights, petrol oil water electrics, so anything that occurs is after driving out of the nick.
You sign the book to say you have checked it. It is very wise to check it as if any damage has occured prior to you using it, and haven't checked it. You get the blame....

aah i see. i thought that it was kinda tit for tat, and if they were in the wrong then i was in the clear! can you confirm this though, 'cause if you can overrule a speeding conviction based on a radar's "roadworthiness" (can't think of another way to describe it!) then surely the same can be said for a patrol car's?

Unfortunately they are copies, so worthless in the eyes of the inspecting officer.
I see why you have them, but would still mean you get a HORT as they have to be the genuine article.
