Are there any rules about putting a frame around your number plate, like they have in the States, as long as the plate is still visible ?

Don't think so - plenty of cars (e.g. Audis) seem to come that way as standard these days.

A good example of an altered vehicle registratin mark that requires a Vehicle defect notice;



You professionals would have spotted that straight away, I bet...

The guy in the white shirt photographing the girl from behind, he looks a bit sad to me. Is that his name on his shirt *rick or something like that

Dunno, might be. His mate seems to have a shirt that says "w*nker", so it might be part of a matching set.
