I think it's a local 'air quality measuring' device.

I've seen similar things, in different configurations before.

It measures the pollution in a particular area for the local council.

Excellent find - yes that looks like what it was- have you looked at that junction - it was a nightmare which is why I was asking if it was a camera.....
