Two metal pipes on near side underside of plenum, should they be attached to anything? It looks like they should.

On the donor LR models, they're connected to the cooling system to heat the plenum around the throttle plate for some strange reason - not used on Tivs and the cover can be removed to neaten it up provided the screw holes are blanked (use shorter screws)

Thanks. Panic over.

I saw the slight oil on top of the rocker covers and thought oil was coming out from here.

It turns out the oil cap was a bit loose.

Could this have been a system to prevent icing of the throttle and/or the carb on earlier versions of the engine?

I think it was originally designed to assist cold starting/ running; the warm coolant being circulated to warm the air.
