No they are not legal as a retro fit as you need self-levelling headlamps/washers iirc.
Yes they will be brighter than the standard TVR offering, but not legal.
You could always switch the bulbs to osram nightbreakers and upgrade the wiring to the headlights which would give a marked improvement to the standard offering.

Hi, it depends on your MOT tester and if you go for a really high "k"rating.
Officially they are illegal and if your lights are too blue then it may attract some unwanted attention from the BIB. If you are thinking that they will be brighter as your reflectors are corroded, then they will be brighter, but not project much more light.
If you have good reflectors then a quality higher wattage output bulb (80 watt) should suffice or the lupo lights with the MK3 headlight cowling.

I've just fitted the nightbreakers (gold) and I'm impressed, got mine off ebay. I don't see a lot of difference to the high power 100/80 illegals I had in before, and take the stress off the wiring at the same time.UKDJ

Got some off e-bay last night, going to give them a try as they are cheep enough. Drove home the other night and lights are that poor at dusk I couldn't tell if the road was wet or dry so I need to do something. If they fail MOT I can always swap back. There is always Lupos as a option.
I have just had HID bulbs and refurbished original chrome bowls fitted by Central TVR. The difference to the original lights is enormous and I can actually now see things at night 
I'm not bothered about MOT time as the car is looked after by Adrian and his team at Central and Dom and his team at TVR Power, both of whom tell me the lights are not an issue in this spec.

The HID bulbs in regular fittings is ultimately "illegal" as the existing light fittings are not type approved for use with HID bulbs but as has been pointed out above *IF* the reflectors are in decent condition *AND* they are well adjusted *AND* the bulbs chosen are of a suitably low colour temperature (i.e. not blue-white) then most MOT stations will overlook the fact that they're HIDs as they don't go digging around in the wings for what the bulbs are.
I do miss the HIDs that I had on my old RX-8 but *MYSELF* I prefer the look of the Lupo lights even over the originals ... I've said before that I think it looks almost like teh original car had cataracts and then has had them removed.
