When I restart my laptop after a normal shutdown (eg closing lid, so I suppose its hibernating), I cannot use OE or IE until I have gone to task manager and shut IE down.
Clicking on their respective shortcuts doesn't reopen them, and in fact no application works until I have closed IE down as described.

It used to be ok, is this a 'feature' of SP2 in xp?

It's no great problem, just a pain really.

Here's how you fix it.

1 Close down Windows.
2 Terminate IE in Task Manager
3 Close down Windows again
4 Restart PC
5 Go to www.mozilla.org/products/firefox/
6 click Free Download (green bit on the right)
7 Install Firefox
8 Change default Internet browser to Firefox
9 Visit http://texturizer.net/firefox/extensions/
10 Download useful extensions for a bright happier IE Free life.

As for your current problem, well IE is so full of holes needing updates and patches for a multitude of external attacks that along the line somewhere it's gotten a bit confused and thinks it's a toaster.

To fix Toaster

A Close Toaster in Task Manager
B Shut down PC
C Walk away from machine
D Have a cup of calm refreshing coffee/ tea, or meths.
E Return to PC and try to manually reinstall every IE update under the sun via the website (try autoupdate first).
7 If that Doesn't work follow the usual routine of calling Bill Gates a "wnkaer" make rude gestures at your PC and then follow point 1 above.

FWD is right I'm afraid, I had the same problem and the only resolution was to get FF installed and do away with IE all together
