Fail to Stop's
Discussion
Are Hampshire the only Force that are really gutless with stopping Pursuits.
A safe pursuit tonight, good commentary, ACPO guildlines up-held, 2 cars only, no danger !!
And then
STAND DOWN !!
Picked the car up again, and they then de-camped, we got our result..
But do other plod on here have the same from their control rooms ?
Members of the public would be horrified to have these cars let go surely ?

For dangerous...things like:
Road Conditions, perceived abilty of the 'target' driver, pedestrian/vehicle activity, Age (ie Juvenile) car driver.....
Other reasons to consider discontinuing;
If the driver is known to the police and can be caught at a later time. If there are children in the target vehicle. etc
The problem is...as usual.. the BiB are damned if they do and damned if they don'.
If they discontinue for the above reasons, we're crap and can't catch a cold.
If we continue to pursue and the target car collides and somebody dies, the police shouldn't have been pursuing as it's obviously our fault..
You can't win..

You'll want one of those new high powered magnet things that knocks out a car's ECU then! Hopefully leaving yours intact somehow.

Don't stop chasing them. If they get injured. Tough.
It will stop them pinching another car for a while

Yes, personally I think the Plod should be allowed to drag them out fo the car and give them a good pasting. Save a lot of court time and probably have a greater deterrent effect.[/quote]
Most people think the same...and have for years...
Problem was...some of the people who thought this found that their own sons/daughters ended up on the wrong side of the law and got pasted. Now that was all wrong and they complained and lobbied and such like and the police complaints authority was formed which now takes action against police officers who do this sort of thing and makes sure they go to prison and not the thieves...
This makes modern Bib think; "I'm not losing my job, pension and liberty for the sake of a stolen TVR belonging to someone I don't know. No bollocks to it...come along sonny boy, you're now arrested. My name is PC Henderson and I'll be your arresting officer today....etc etc"

Street, in which way does this make a difference?
1) He's a good driver, let him go coz we're not going to catch him or
2) He's a crap driver, let him go coz he might hurt someone?
Martin.
It's 10% number 1 and 90% number 2.
Only pursuit trained drivers can pursue...the others can 'follow'...I know that sounds like mumbojumbo and it is in part..But it really comes down to who has been trained and to what standard.
A panda car driver 'following' a car that fails to stop and is within the speed limit, or over it by a few mph wouldn't find his/her actions later critisised. However, if the panda driver chased the target car at double the speed limit and one or the other crashed...the panda driver is left high and dry.
With the 90% number 2 suggestion; it's a case of "Is the driver a juvenile with no real experience? Is the driver drunk/drugged and pursuing him is making the situation even more difficult?
Could CCTV be utilised? Helicopter available? Is the car stolen? If not, is the driver making his way back home? Is the driver identified?
In other words, what other ways have we got to stop this car without putting lives at risk.

A few answers.
No Plane ( we have a plane in Hants, because they are diffenet and stupid )
XA99 - Never saw it, but XA97 all the time, oh TVP know hoe to run a good pursuit.
ACPO guidelines - Driver Known, Age / Juvvy / Seriousness of Offence, Safe, Danger to public, veh suitable for the pursuit, driver trained etc etc... All of the above.
The lad in the fleeing Cavalier rammed ( ie reversed into the lead pursuit car) and removed a little relective stickers, and that was it... stand down.
The fleeing cavalier was dying a death, the clutch was nearly gone, and the engine was smoking.
The decision in HAmpshire is not with the "Ground Commander" but the force control room inspector now
Or FCR Insp , Or HBI, Or HCI .
In past pursuits, when we managed to get a car onto the Motorway network and have STINGER ( horrid things) on every junction, it got stood down as the femlae driver was swerving in and out of 2 un-used lanes !!!

Hants are stupid for getting *another* plane. It seems the reasons were confidential but I suspect the manufacturer's location on the IoW was part of the reason. It is much quieter though, and it can probably stay in the air much longer and go faster. Cost was £1.3m + the old plane.
I did like the old Optica Scouts they had, but they crashed one (G-KATY), operator error apparently.
