It won't at all - the limiting factor is the very long intake manifold and single-port head. A drop-in swap to twin port 1600 would be far better value. Once you have a the larger twinport, *then* a switch to dual carbs *may* be worth considering if they come along at a good price (helps fuel economy if not outright power)
These are ancient engines and short of major expensive re-work there's little to be gained idly. There's also the most immense marketing of BS and quackery in the VW aircooled community, starting with John Muir's infamous book. Just set the valve clearances, change the four pints of oil religiously every 3K miles and get the ignition timing spot-on*; it makes a bigger difference overall. *yes and ignore the usual 'bosch oo9 distributor' advice; you can blame Muir for that too...
As a side note - back when I had my second 1303S a long time ago I got to try both the tiny original Solex and the Weber 32/36DGAV 'upgrade' correctly calibrated on it back-to-back; there's nothing in it on power, and the Solex was a lot nicer to drive in terms of throttle progression.
