Speaking to a college in the office today who has just joined she used to work for a car parking company or one with parking as part of the business

Anyway the discussion came up as I glanced out of the window and saw someone getting a ticket. She replied is it a council car park (it wasn't ) well it turns out that now as we all know clamping is now illegal and it is also illegal to prevent someone else to get out of their parking space (think car park warden blocking you in).
In addition as the govt didn't pass the full legislation it means only councils parking fines are legal and have to be paid - as such they were having issues in that those savy car owners who knew the new rules simply ignored the ticket and they wouldn't be taken to small claims court costing. £200. For an £80 fine.

Clearly the solution is to have barriers on all car parks which forces the hand of said open car parks.


So I've simply taken what she said as the truth - but is it ? Anyone know if this is not the entire story?

Personally always use Ringo so never going to be an issue for me but just wondering.
