Hi rollerderby,
if you might ever sell it, stick with the proper powerplant and have it rebuilt, however if you definitely aren't going to sell it, package the standard motor up (it's important to keep this whatever you do) and stick a subaru motor in it.
I'd usually say stick a 911 motor in it but money is money, and if you don't have loads spare that's fine. If you really need to do it affordably you'll need to use the VW box so a turbo Subaru motor is out, as you'll eat boxes.
Go with a 2.5 Legacy engine and aftermarket bellhousing to mate it to the box. You'll get a complete car for about £1200-£1500 which will give you the wiring and everything. 160-170bhp and a nice soundtrack. Look at RJES stuff. He does conversions for VW campervans but a lot of the gear will be of use.
The purists will throw tomatoes at you as you drive past, but I think it will make for a fun little hotrod.
Here's my old campervan with Subaru conversion. Good fun but it didn't like being pushed through the air at much more than 70 and a few hours sitting at 80 used to have me knackered, what with all the steering corrections, etc. You'll not have those problems in your car though.

Haha, I think self installation is obviously the best option on a tight budget. Richard at RJES only sells the parts as he has no workshop, or didn't the last time I spoke to him. There'll be a bit of fabrication involved in the cradle for the engine but honestly it's a very simple square bar set-up. I'm sure a one for the VW conversion (which RJES sell) would do with some modified mounting points.
You'll find plenty of info on the VW sites, as it's massive with those lads. I'm sure a company who does the fab work on the campers and beetles would be able to do the same setup on your car.
Do a bit of googling eg Subaru beetle or Subaru T25. The engine is an EJ25 so try that too.
The most expensive bit after the donor car will be a custom exhaust. A good few hundred again probably, but that's the only other main cost after the donor.
