What happened to the M11 lorry overtaking ban?

A few years ago there was ban on lorries overtaking on uphill sections of the 2 lane M11 north of Bishops Stortford. By most accounts it seemed to work well and reduced congestion. But the signs suddenly disappeared and the elephant racing resumed. Why was it not implemented full time? Surely it can't cost that much to put the signs back??
