ds2 cam speed calculations

I posted earlier regarding a returned NIP (see other thread)
I am having difficulty understanding the time calculations on the photo
in the right hand corner is the date and location, pretty selfe explanitory.
then the time in hours / min/second format, then on the first photo 3257 and on the second 3267 and a speed.
Now I would quess that this is a distance maesurement.
But why are the two clocks exactly the same time?
Please someone work this out for me or tell me how.Thanks
Incidently the speed has been measured by three rubber strips in the road.The photo's do not indicate the usual "mobile" so I presume these wires run to a controle box the camera must be a small mobileunit.
