All I can say is that on the Porsche parts diagrams I can not see that as a separate part, so it means that it is sold together with the bumper. Make of that what you wish, it is not a definitive answer, but it may be that it is heat bonded to the painted part of the bumper.
Whereas, the front lip IS clearly visible as a separately available part and IS easily removable.
Probably the screws you removed are those that retain the metal strip beneath this?
You could simply remove the entire bumper to paint this, it is very easy, "worst" bit is jacking up the car to remove the wheels to in turn remove the rear sections of the wheelarch liners.
It is probably best to do one side at a time.
