The horn circuit is always live don't forget. So if a fault develops the ignition being off won't isolate it.
Sounds like either a wiring short, a duff switch or if they have a relay then the contact has stuck on which is probably the most likely.

Yep Kentish is spot on. In the V8S there is a relay and I assume the V6 is the same. If you unplug the relay and swop with another one and the problem is still there then you have a short to earth in the wire that runs from pin 86 of the relay socket to the horn push, or of course a sticky/damp/faulty horn push. If after swopping the relay the horns stay off you have a faulty relay.
