Car tax banding

Evening,
My FIL has just bought a 2007/56 plate 2.0 VW Passat SEL - DPF.
Now according to the log book and DVLA it is a 1686cc engine but VW say it is a 1986cc. I can see that the DVLA have a typo issue but what I cannot seem to find out is if the VED would be cheaper or dearer if he got the issue sorted?
He did visit VW who did a build history check and they are adamant as am I that DVLA have it incorrect but they are not willing to do anything about it.
My other concern is his insurance, say anything happens and although he has it insured as a 2.0 would they get funny if they checked the vehicle and noticed the engine size different to the DVLA records?
Possibly refusing to pay out?
