So for a complete beginner with a car that's probably never been clayed, is Meguiars Smooth Surface clay kit a good starting point, or is there a better product to use?
Aside form this, do you use a tar remover (or anything else in particular) before claying, or just use the clay bar to remove the crud?

This is very good, it can be used with just water, no special lubricants

The Bilt Hamber clay is very good and , as has been said , can be used with just water although I would err on the side of caution and put a bit of washing up liquid in it to provide a bit of lubrication .
With regard's tar remover I would use it followed with a de-ironiser as it may then not be necessary to clay or at least reduce the marring that claying can cause , especially on soft paint's .
