Get a CCTV and threaten to sue if your neighbour doesn't cough up. Otherwise I'm with Phillpot's solution. You'll find a air .22 pistol effective and much less obvious though

Well I've had my fun on the car cover front this year, I've had one nicked off the Merc sl , which I have replaced , at least it's got the hardtop on...The Tvr roof is not claw friendly and I hope its not pierced the plastic window...
I await to fully inspect on a dry day..
I will not put the new cover on the Tvr , yet Untill I try one of the formulas mentioned ...

guess no one wants to fall out with their neighbours but do wonder how you stand legally if you could get video footage?
Cats (and their owners) do seem to be a "law unto themselves", when I had my dog I'm sure there would have been uproar if I'd let him c**p on my neighbours gardens but cats.........

It's a funny one this as afaik the law states you need a fence to keep dogs out not your neighbour the doggie do is more specific mind. Any responsible owner would have cats on overnight anyhow so I guess you don't have one of those.. Neighbour disputes can easily get out of hand so tread gently esp if you haven't seen the crime in progress

On a serious note that may actually help a good coat of Polish can put them off climbing on the car or do you do a full an not just hood cover.
You may get claw scratches mind but it is funny seeing them slide off.. Dissuades further climbing though which is what you want. Or a good parameter of citrus repellant but this washes away.

For ahort spell, a few years ago, a neighbours cat started parking itself on my car (Wedge) and picked at the cover. I bought a high powered, big capacity, long range water pistol (all the rage at the time) and kept it ready on the kitchen window sill. Cat lost interest after a couple of intense high speed soakings.

I fear the 12 bore may possibly cause blemishes in the TVR paint finish.
A Super- Soaker full of cat repellant should deter the pussy, and also impart a lovely lemony-fresh fragrance to both car and what is left of the cover.
Oh, and the pussy should also end up smelling nice after the treatment.
