White lines all over the M25 southern section

Anyone have any idea what they are all about? From J8 right past 9
There is a solid white line that runs parallel to the broken white line dividing the lanes, but it's around a foot to one side.
In the pouring lane last night, people were using this as a lane marker causing them to drive in the wrong lane.
Driving the same section this morning without the standing water, I saw this on various sections and lanes but also loads of other lines making, what can only be described as boxes.
Anyone know what these are about? It'll end in an accident soon!
