Fixed Penalty Notice Advice sought

Good afternoon,
Long time lurker, first time poster, so I hope I am familiar enough with the protocol on this board, if not please put me straight.
A colleagues friend had lent his car to a friend, who was stopped for a speeding offence. He did not and does not dispute driving in excess of the speed limit.
He lives abroad and has a foreign international licence (he can legally drive in the UK), but the fixed penalty notice states that he must attend a police station within 7 days. He cannot attend within that period and is unlikely to return to the UK for at least 14 months.
The advice being sought is what is the best way of going about dealing with this?
Should he post the payment to the payment office and send his licence (should he send original or certified copy).
Or should he write to the Police and request a postponement until he returns (unlikely to be accepted I would have thought?)
Or should he try to get a friend to deliver his driving licence to the Police station as soon as possible? Is this a viable alternative or does he need to be present himself, further how does he obtain his licence back (apparently his licence will be detained).
Finally, it seems that the driver will receive points on his licence, but will that happen in the UK or his issuing country? (i.e. who will issue the points?

So your friend abroad, did he give a UK address for the Conditional Offer to be sent to him or did he give an address outside UK.?
He can, should he so desire, send his Licence and remittance in as you state.
If he is a "real" non resident (yours sounds like HM Forces) then as far as I am aware there is no provision for serving a summons for speeding to a non resident of UK outside the UK. But only if temporary out of the Country then summons can be raised and held pending return.
This is subject of review at the moment as far as EU is concerned and steps being taken for offences like this to be dealt with universally througout EU.

No he is not HM Forces, he geniunely lives abroad, and he moves around quite a lot as he is a consultant. He often lives in a country for 3 months at a time.
Any further information would be appreciated, but I assume that sending in his documents and payment will be required in this matter.
