That's funny - I thought that's what Council Tax was for.

Next thing is they'll be charging us road tax, and then putting tolls on the roads as well. Oh bugger.

The plans would help meet a European Union directive aimed at reducing the 1,400 landfill sites in the UK over the next eight years.

The paper reports that the Treasury would like to launch a series of pilot schemes by local authorities to experiment with different systems.

The most likely system would be a charge for each sack of rubbish - possibly allowing each household one or two free sacks a week - and levying a charge of up to £1 on each extra sack.

Another option would be a flat charge on every household - for example, £5 a month - that filled up more than two sacks a week.

The report will also consider whether charging should be introduced at household waste tips except where people are dumping rubbish for recycling

But there may be no firm recommendation in favour of charging due to fears about fly tipping.

Household waste is still growing by 3% a year with many councils a long way from meeting targets to recycle a quarter of their rubbish by 2005.

PIU reports produce ideas which the government may take forward or discard.

I'm sure nobody will take their excess rubbish and dump it at the end of the street or on a country lane will they?

IMO This is just a way to earn more money, not cut down on the amount of rubbish created.

Lord I hope Labour do not win the next election, they're starting to hurt.

Perhaps one of these berkinalds could kindly explain to me how I'm supposed to reduce the amount of rubbish my household creates?

Stop getting those piss poor local newspapers through the front door (4 a week!) is the only one I can think of.. what shall we do with the rest of the rubbish? Burn the plastics on the lawn? Smelt down the cat food cans? Well, I'm up for that ...

In our local scheme we have two wheelie bins - a black one for rubbish and a green on eofr recycling. Problem is the things you *can't* put in the recycling bin: Cardboard & Glass, which we produce more of than anything (pizza boxes and wine bottles obviously ).

Since this service is presently paid for by council tax and we'll certainly see no corresponding reduction there, it's nothing more than a way to increase council tax by the back door. Bunch of rip-off shite.

It's just a new way to empty my bloody pocket every day with these w*nkers.

I recycle as much as possible. Local council still thinks it applies to second hand bikes! So its not easy. Council tax ,or whatever its called now, just seems to be there for council wages.
No 10's bill will be high tough with the ammount of bullsh!ite that must create.
Be charging you for the post next.....

Somewhat selfishly (unusual for me I know), I sent my green bin back. Having a south facing garage didn't help - the smell of the thing last summer was amazing (other critics were less kind). I simply refuse to sort out my own refuse - christ I pay nearly 1400 quid a year just for those bastards to collect my rubbish.

And as a law abiding citizen, as far as I can see, that pretty much is all that my council tax pays for. I'm less than satisfied that my bin is now emptied every other week now, and made the council more than aware of my feelings on this matter. Money grabbing swines.

And I'm being punished again (really ? Yes !!) for not having kids - when I asked for another grey bin they said no, there's only 2 of you in the house. If I had kids, then I could have another bin.

You can see the scene now, on the night before Dustbin Day people will be sneaking around the neighbourhood leaving their binbags outside the houses of the people they dislike (eg. the people whose dog crapped on your lawn).

And as for this £14 for early postal delivery, what if you are the only person in your street to either pay for it or decide not to, is the postie going to make a special journey just for you?

Ah yes, so then they'll have to erect "security cameras" (which will instantly be renamed "bin safety cameras") and fine people who do this. Obviously this costs money, so the bin charge will be raised to meet the capital expenditure.
The fines will then be used to pay for more cameras and fund the operating costs of the existing cameras.

You know that if this comes through though the vast majority of people will moan to each other but just accept the charges. Therefore the council thinks that the majority think it's a good idea cause no-one publicly voices their concerns, they then can show the gov that they are trying to control waste.

We lose, they win. Reaccuring theme these days I think!!

Aaaahhhhh............ now you're getting to know what eurosocialism is all about!!! BLiars stealth taxes and all that! We've had this system in Germany now for a few years.
Think about the following. I have to pay my corporation tax, my business tax, my income tax and my rubbish disposal. On top of that the producers of packaging have to pay a recycling tax (the double arrow in a green circle you may have seen). Now I have to sort my rubbish as follows, rubbish, dangerous rubbish (batteries, chemicals), glass, paper, compostables, cardboard, and packaging rubbish with the green label. YET ONLY the rubbish and the packaging rubbish is collected, all the others I have sorted I have to take to the local rubbish disposal, and pay for it again!!!! And to top the lot they have a guy on the rubbish truck checking the packaging rubbish is all correct. If not they'll refuse to take it and can charge you with some offence under some useless "recycling" law!!! RUBBISH POLICE. Would you feckin' believe it????????

Thats the Euro influence I'm afraid..... that and that fact that we have (for whatever reason) allowed ourselves to be governed by a bunch of numbnuts who have no real world experience, never been in business and always find a way to exempt themselves from the charges... mad mad mad world

If they are serious about encouraging people to recycle more of their refuse they could do worse than looking at how the Swiss do it. Drop the cost of refuse collection from the council tax (hahhahhahaaaa ) but charge you for the bin bags. They will only collect 'approved' bin bags, so to cut down on cost you obviously recycle as much as possible.
Charging you per bag at point of collection will definitely not work, I for one will be quite happy to take my bags round to my local councillor the night before collection....

Just came on here to rant about precisely this issue, not surprised to have been beaten to it, such is the popularity of our government!

So lets see now, what other services can we be asked to pay for AGAIN; we have post, transport (eg M6 toll road, where'd the road tax go?), refuse. Slightly more subtly we have mobile phones (3G licence fee propped up the last budgets). Increased stamp duty the longer we dare to stay put in our houses. Long term we can expect never to actually own our houses, as interest rates are so low and the stock market is bolloxed. We won't ever see a pension worth having, so we're all going to die chained to a desk - unless the government has given that job to a fast track immigrant to finance the import of their 50 strong extended family.

Will there be anything left to salvage by the next General Election? And will there be any alternative?

Never mind burning tyres around tax cameras, we need a modern day Guy Fawkes.
