Simple answer is YES. A cycle brake cable is perfectly strong enough to operate a throttle. I am not sure of the length required but a tandem rear brake cable inner with a suitable length of outer, two outer end caps and a screw nipple at the throttle end should be fine. If the original cable inner shows damage or rust at an intermediate point then change the lot, the cost of an outer is peanuts.
I carry a cycle cable inner and screw nipple in the car....last one did the boot release cable!
The use of a 'chocolate block' as advised above should be fine in most locations. Car builder Solutions can provide proper cable repair bits.

Yes, or a throttle cable from a Cortina which comes with the correct "ball 'n socket" fitting at the engine end. It's been mentioned by others on previoyus threads but a stop under the throttle pedal will take the strain off the cable when "clogging it"

What I did with my S was remove the old "inner" cable first of all. Then pop to halfords anf get one of these http://www.halfords.com/webapp/wcs/stores/servlet/... cut off the small nipple and thread the cable through from the pedal end, the large nipple fits perfectly on the pedal.
On the linkage itself remove the actual ball arangement that the OE cable fits onto and replace with a small bolt. I then made an L shaped bracket to interface with bare cable end and linkage.
Sorry not got any pics but I made a spare L bracket which if anybody wants they can have, I'll try and take a pic tonight if I get home early enough.
