Incidentally, re my last post concerning an overt police transit with 'CCTV Unit: We're Watching You' plastered over it, which was never satisfactorily answered - I imagine it was one of Blunkett's new ANPC/R (?) units which have managed to get another 13,500 motorists. They like it so much they're spending £15M on some more. If you can catch it, criminalise it

Being exactly that don't get sucked into the spin, they are unforceable words and even if they were they allow 15% of sites not to meet the guidelines
