cheapest car to insure at 17 and which company
Discussion
There isn't a hard and fast rule for either, it's all about probabilities and statistics.
Generally lower insurance grouped cars (fabia, corsa, polo, fiesta et al.) are better, as they cost less to buy and aren't as overwhelming for a new driver.
Buy you may find cheaper insurance on something a bit more out there, 2cv, or a kit car for example.

Cant help with car that seems to be pot luck now days
Re insurance, you need to ask on the phone about this. As far I'm aware endsleigh still offer a 18month booster plan - 2 years no claims for 18months worth. When I did it I paid 6 months then 12 months. Paid £2500 on 1.6 astra when I did it at 17, 4 years ago.
Other option is admiral, get a quote then ask about their 10 month booster, I'm currently doing that which is paying for 10 months and getting 1yrs no claim. I've been driving 4 1/2 years and have 5 years no claims now which has helped bring insurance down.
Problem is you have to bear the costs associated as a new driver which will pay off after a couple of years

this is a question that is hard to get anything useful drawing on people's past experiences, it's a moving target some people may find a particular car or group of car surprisingly reasonable to insure, but this increases their usage by people who wouldn't otherwise buy them and the risk can go back to average, or even go higher than average within a few years.
Just do what I did. I spent the first 6 months at the age 17 on Autotrader looking at cars under £2k (my budget for the car) then reading reviews on said cars, then running them through comparison websites with all the different trim levels available and comparing, then when finding out said car is not financially insurable / is a bucket of crap, finding a different one.
Kids these days are lazy
But seriously - Insurance is different for everyone dependant on circumstances, you'll just have to get quotes and go from there...

Go to a broker, or call one.
Ask if they would be willing to try a few cars for you, and ask advice as to what they would suggest.
Some times, smaller engined versions of Mondeos or vectras, can work out cheaper than saxos, aroas, and other hatches, because less of them are crashed by younger drivers.

Very hard to advise on a specific company as they seem to vary from person to person as well as area to area, for instance when I was at Uni I was insured with Direct Line who were by far the cheapest when I was living in South Yorks but when I moved back up to Cumbria companies like eSure who quoted double what DL wanted in Sheffield were suddenly much cheaper than DL.
