More to that story than is being told or reported,the last paragraph says it all he refused to give his details. He was what I would say being obstructive with the officers and they dealt with him accordingly.
Thats what sec 24 PACE is there for they should have also done him for Obstruction, the only person that wasted anyone's time was the cyclist.

The day on which the clocks change is well known in advance, it's written in Calendars, Diaries, all over the TV and Radio and reminders appear in newspapers, so fking-well prepare for it, stop making excuses for your uselessness.

Get some fking lights you cock. A cyclist without lights is not really a cyclist in my view. Cyclists are people who care about bikes, themselves, and the act of riding the bike. People who venture out in the dark without lights are morons. Therefore you, Mr Copland, are a moron. Lucky it was the Police who pulled you over, and not someone who didn't see you mowing you down, eh? Hopefully you'll have learned your lesson, although from the tone of the article it's sounds unlikely.

I wish Hampshire Police would send out a 'take down task force' round my way, to rid the streets of halfwits riding without lights, and Muppets tearing down footways on MTBs simply because they are too timid to ride on the road. If you feel bullied off the carriageways, why then cycle on busy pavements bullying pedestrians? wkers. If I'd have been on that magistrates bench I'd have been very keen to mete out some 'example setting' justice, both for the offence of riding without lights after dark (contravenes RVLRs) and also for the offence of obstructing justice/wasting Police time.

ETA: Slightly more worrying than the non-story above... ...from the very same Blackpool Gazette "Cyclist left bloodied after punch in face" http://www.blackpoolgazette.co.uk/news/crime/cycli... Possibly more to it than the small article, but worrying that there are nutters out there willing to commit assault on strangers in the street because they perceive said stranger to be 'looking at them'.

On my circuit last night, which takes me into the local - totally unlit - park, my heart stopped as a teenager dressed in black on a totally black (murdered?) BMX crossed my path at full pelt. I was close enough that if I hadn't tapped the brakes, I'd have flattened him. I am lit up like a lighthouse at Christmas and can see 100yds in front (2x T6 CREE) and some 10s of yds to the sides, yet this kids came from nowhere. I didn't even see him until he was directly in front. More to the point, he didn't see me (black hood up).

Fair enough, we weren't on the roads but I bet he proceeded to ride all the way home on his stealth bomber, which has to include roads.

Darwin's gonna get them.

I rode bikes on country roads for 1000's of miles as a kid, I can't once remember having used lights. I only put myself at risk. Any time a car was within half a mile of me I was already sitting off the road, waiting for them to pass. Never fell off, never had any sort of incident.

Darwin would of been proud of me. Using my natural risk management skills to deal with the situation.

S.24 was repealed in 2005 and s.24 concerned "arrestable offences" in any case.

I think you are getting confused with what was s.25 PACE (also repealed).

The arrest would now be under The Serious Organised Crime and Police Act - necessary because the name of the offender was not known and could not be ascertained.

Tonight's idiot was the same one as last week. Black bike. Dressed in black. No lights. Only tonight he had his black hoodie up and a phone clamped to his ear which is why he didn't see the car when he only looked left before crossing the road. Left? WTF? All cars come from the right as you leave the pavement.

Fortunately for him the car driver was alert and swerved around him. Driver didn't even had chance to hit the horn but as he went around the roundabout he opened his window and shouted something. Relative to driver's point of view, the kids came out of nowhere (trees line the cycle path right up to the edge of the road). I watched all this from about 50m back. When I caught the kid up, he was telling his phone-mate how "shook up" he was even though from my perspective he didn't even break his stride nor did he appear to hear the driver shout at him.

I simply can't believe he has lived this long.

I thought about saying something as I overtook but you know what, he wouldn't have listened to me. If he doesn't care, why should I?
