AUSTRALIAN OWNERS - I need help

My Ultima is currently finished and awaiting a VIN. However, VicRoads have an objection and are not wanting to issue me a VIN.
They are saying because Dick Johnson Racing brought in Ultimas on compliance plates in the early 2000s they were once a production vehicle, and because of that cannot be registered as ICVs.
My engineer and I are objecting this because the compliance has expired and the company is gone, but we need to provide details of other Ultimas registered in other states as ICVs as precedent that VicRoads needs to be consistent with other states.
Sooo, what I need is the rego number, and ideally a scan of the front page of the engineers report submitted, as evidence for VicRoads. I already have a car from ACT, so I need other states. Is anyone out there able to help me?

Surely they were not imported in sufficient numbers to be called a production vehicle? If they can resist issuing a vin on these grounds then surely they can tell you just how many were registered and where they are currently registered?
If I remember correctly there needed to have been something like 400 examples of something sold here for it to be considered full volume. This figure is tied in with the import rules and regs, if a car has sold more than 400 examples here then it is no longer eligible for import.

yes the 2000 model was a production vehicle.
yours is a 2013 model. compleatly different car. just ask the factory to write a letter stating all the changes that they have made since then, and or how they had nothing to do with the engineering sign of by the other company (i know the name) and that it is just a coincidence that they name is similar.

All paperwork is finished and submitted. Literally, I've done everything (including bring the car to all ADR specs), it's just the final stamp of approval that I need. The timeframe is "they don't want to give it to me". So we need to keep pestering / pleading our case, else I will need to "move" interstate to register it.
