An accident does not automatically mean an offence of careless driving has been committed, thats probably why.

Just guessing here but they could prove failure to stop and failure to report, proving exactly who was at fault in the collision would have been much more difficult.

I think it's fair and she clearly won't do it again. I'd agree that she actually kind of got away with it not being found guilty of the 2 more serious charges.
