Wow! Those wheels are as shagged as any wheels I've ever seen on a car!
Still, would be worth a grand if you have the time and space to either repair it or strip it for parts. It doesn't look like its been well looked after so I'd expect to find all sorts of other nasties under the skin.

I've not looked but i think you are paying a premium for a very tatty/high mileage car just because its the pheonix. Another thing that would put me off is for the wheels to of got in that much of a state, what is the underneath like?

ETA Ive just noticed that he has said it has had "some welding done on sills"
