Cracking idea, I for one would love to watch the entries..
One question though, with the idea of sponsors and making it slightly more "official", does this highlight the possible issue of copyright?
Should the videos use copyright free music?
I won't be entering, but I thought the question was worth asking..

A photo competition would be easier to set up and run initialy moving to Video once the format/running of the competition is working...
It would be great to have 12 competitions a year, based on something marginally car'ry with a small prize for the photo judged the best over the 12 winners

Yep, photos I can do too, but I'm very keen to promote video production.
The issue of music is a valid one. Perhaps setting the challenge that it be done with legitimately licenced/royalty free music will help others source music for their vids and give the opportunity to promote some unknown bands too?

Also, as we would be doing this "not for profit" wouldn't the use of any music fall under "fair use" if you actually purchased the CD, etc.? I'm not a lawyer/barrister, but have been told I look like one

That's precisely it Ian. I think if we focus a bit we can all learn something about what makes a good vid or a bad one.
I don't want to limit the subject matter too much, so perhaps suggesting something like... the best video that sums up the thrill of sports car ownership?
Reckon that's a goer?
Once a consensus has been reached, I'll put some more specific rules in place and see if I can find a good prize.
