Adding words to a photo

Hi,

Simple question from a simpleton.

I have a photo that I want to put a quote onto then print it and put into a frame.

It is the adding the quote bit that I am unsure how to do, ie what software. Don't want to spend any money!

Paint will do it, that comes free with Windows.
