Hello, am looking at buying a private plate from a private seller. What forms does he need to have for him to be able to sell it to me? And or does it have to be on retention? Thanks

Not sure but if it's currently on his car you can supply him with your docs (MOT, logbook, tax disc number) and he pays £80 transfer fee to switch it to your vehicle.
If it's on retention he needs to add you as a 'nominee' on the document - £25 then send you the retention certificate (make sure they have signed it to allow you to assign it to your car!

In that case I would ask them to put it onto retention with you as a nominee on it. £105 fee to do that.
