Hmmm I`m pretty sure that is a pre Raleigh (TI) BSA the head lugs are not Phillips pattern are they ?

I'd say BSA too. Head tube ought to have one of these...

Yours has a Williams C1200 Chainring though - it would have been easier to find if it has BSA around it!
