I don't have Elements 9 but there are a couple of ways to fill a layer in Photoshop:I'm using Photoshop Elements 9

- Edit menu > Fill.. Will give you a fill dialogue box (shift f5 is the shortcut key)
- Or you can use the layer styles (double click on a layer (can't be 'Background')) and enable 'Colour Overlay' in the styles options.
