Is only driver's wiper working legal?

Two wipers fitted, but due to a broken linkage only the driver's side is working.

Is this legal? If not, what traffic law is it violating?

Believe you are correct phil. Remove the non-operational arm and bobs your uncle (providing driver has sufficient view)

If vehicle fitted with a windscreen, unless driver can see to the front without looking through it has to be fitted with one or more automatic wipers capable of clearing the screen so the driver can see the road in FRONT ON BOTH SIDES OF THE VEHICLE and the front.
(Reg 34 Con and Use Regs 86)

So if other than single bloody great one on those Le Mans type veicles then two please.
