Dangerous, careless or something that can happen when youre changing one hand for another?

30 seconds = dangerous, where is the line more than 1 second?
Is the same true of feet?
If youre driving on cruise with both feet off the pedals or tucked under the front seat for comfort.

Yeah that's kind of stupid. You don't know what's going to happen (car in front has a problem, something comes blowing across the road, your own car has a sudden fault like a tyre blow-out etc etc).
You can't control something if you aint at the controls. Same with feet. The average reaction time is something like .4 seconds (i think? someone correct me though), if your feet are tucked up all nice and cosy you add another amount of time to move your feet to the peddle
If you want to relax while driving (all relative, some cars are relaxing to drive compared to others!), get a chauffeur

The usual test for dangerous driving is to ask if it falls below what would be expected of an otherwise competent, careful driver. I think it's reasonable to say a competent, careful driver would have their hands on the wheel at all times (except changing gear or operating other controls?)

The test (according to the CPS) where driving falls far below the minimum acceptable standard expected of a competent and careful driver; and it would be obvious to a competent and careful driver that driving in that way would be dangerous.That's my opinion anyway

I doubt that many people would consider that driving with one hand on the wheel and the other on an armrest axiomatically amounts to dangerous driving.

In an ideal world you shouldn't be steering with your knees and this guy was taking the rise if he was doing it for 30 seconds but, you use your feet to control your car every time you drive, to say that it's dangerous to ever have your hands off the wheel, even for a few seconds is a bit of an overreaction.

He was likely to have been done because he was so ostentatious. Both hands were clearly visible, off the wheel, and not in places where they could rapidly grab the wheel if need be.

A short ban equivalent - say 14 days - would have been appropriate in my view in addition to the points/fine. This is above "points and slap on wrist" but below "affect your livelihood/life" in my view.Greg66 said:
