Have a look at turbocharged Jap cars from around the 90's era, plenty of choice to choose from.

Scooby, Evo, Skyline GTS-T, Mazda RX-7, Mitsubishi GTO, Pulsar GTI-R etc.

A PPP Impreza sti (bugeye) does a claimed high 4, but will more likely be in the low to mid 5 second range if you actually care about the drive line. Even the wrx has a quoted 4.9 0-60, but I believe that was a 7k rpm lauch!

The TVR Chimaera in 5.0l flavour would still be in, 4.1 quoted, but I very much doubt it, a bit like most quoted 0-60 times though.
