Standard 3 pic no charge ads, have they been stopped?

As above, has the option of having a standard advert with three pictures for free been removed as an option?
I have used this facility a few times in the past successfully, but wasn't given this option this time & it was pay £11.99 or don't submit an ad. This also seems to be a monthly charge for the advert & not a one off charge, is this correct?
