Hypothetically if I was to purchase a car, lets say it's a '62' plate, and the first owner had stuck a private plate on it from first registration. If I did not want their private plate, can I re-register (?) the car with a normal '62' plate?

Yep. Just put the plate on retention, or surrender it. All the forms available on the DVLA website. V317 for retention if you want to keep it.

So if I surrender the private plate, I will then be issued a new '62' registration (it has never had a 'normal' registration)?

Why not put the private plate on retention and sell it on?
Doing so means your car will be registered with a 62 plate anyway.
You might make a few quid. What's the private plate?
