...someone's up to no good scratchchin

I walk out of the supermarket back to the car (my ratty, tatty Nissan Sunny) passing two gentlemen sat on the bonnet of an idling, mildly neglected looking, black 03 plate Mini.

My 1st thought was... Uh Oh

As I shut my door, they dive into the Mini and accelerate hard out of the car park, I follow at a distance (thinking WTF?)

Mini goes into the right turn lane, I stay in the left, Mini changes left in front of me (no indicators) so I back off even further.

Turn left and join the 40mph dual carriageway...

Accelerate, make it to 30mph, Mini anchors up hard, I do the same, Silver Transit Connect behind hits horn and joins the queue.
All compose our selves, pull away, accelerate up to 35, Mini brakes hard again, I (being well back now) indicate and change lanes to turn right at the roundabout, van nearly hits stationary Mini.

Van switches on blue flashy lights, Mini takes off, Police van follows...

I knew something was up the moment I walked passed them, but what clicked in my subconscious about them?

Shifty look? its usually a subconscious body language trait. You can't put your finger on it but you know it to look...

I've seen stuff like this before. I'm always wary of groups of guys moving around in black hoodies.

Why would they pick on a sunny? i thought they normally picked on flashy new cars that were likely to cost a lot to fix so would have to involve insurance?

No idea

I suppose I could be jumping to conclusions.

They could just have been late, lost and hence driving like tts... doesn't explain why they floored it when the copper switched on his lights.
